         The application of the applicant to file a supplementary affidavit in the application for leave and judicial review is denied.

         The applicant was aware of what evidence he wanted to place before the Court and the form of that evidence before he completed his Application Record. To now state he wishes to present further information (or evidence) in affidavit form, after the respondent has filed his Record, would be prejudicial to the respondent.
