Certification Order

WHEREAS the Alliance québécoise des techniciens de l’image et du son (AQTIS) was certified on March 4, 2003, to represent a sector composed of all professional independent contractors engaged by a producer subject to the Status of the Artist Act to perform the function of assistant director, first assistant director, director of photography, camera operator, cameraman (including steady-cam, baby-boom, and camera operated through a specialized system [C.O.S.S.]), still photographer, lighting director, sound man, sound effects technician, computer graphics designer, computer graphics special effects technician, make-up designer, supervising make-up artist, make-up artist, make-up assistant, special effects make-up artist, prosthetic make-up technician, prosthetic make-up assistant, hairstylist designer, supervising hairstylist, hairdresser, wig-maker, costume designer, costumer, puppet designer, assistant art director, set designer, props designer, propsman crewleader, head painter, scenic painter, sculptor-molder, draughtsman, studio special effects technician, floor director or manager (excluding dubbing directors), production assistant, location manager, script-clerk, editor, off-line editor, in-line editor, sound editor, sound mixer, in all audiovisual productions shot primarily in the province of Québec, in any language, in all forms and in all mediums, including film, television, video, multimedia and the recording of commercials;

AND WHEREAS, the Canada Industrial Relations Board (the Board) has received a joint application from the Alliance québécoise des techniciens de l’image et du son (AQTIS) and the Association québécoise des techniciens et techniciennes de l’image et du son, section locale 514 de l’Alliance internationale des employés de scène, de théâtre, techniciens de l’image, artistes et métiers connexes des États-Unis, ses territoires et du Canada (AQTIS 514 AIEST), pursuant to section 30 of the Status of the Artist Act, seeking a declaration that, as a result of merger of artists’ associations, the AQTIS 514 AIEST succeeds the AQTIS as the artists’ association certified to represent the said sector of professional artists;

AND WHEREAS, following investigation of the application and consideration of the submissions of the parties concerned, the Board is satisfied that a merger of artists’ associations has occurred.

NOW, THEREFORE, it is hereby declared by the Canada Industrial Relations Board that the

ASSOCIATION QUÉBÉCOISE DES TECHNICIENS ET TECHNICIENNES DE L’IMAGE ET DU SON, SECTION LOCALE 514 DE L’ALLIANCE INTERNATIONALE DES EMPLOYÉS DE SCÈNE, DE THÉÂTRE, TECHNICIENS DE L’IMAGE, ARTISTES ET MÉTIERS CONNEXES DES ÉTATS-UNIS, SES TERRITOIRES ET DU CANADA

AND THAT, pursuant to section 30(1) of the Status of the Artist Act, the Association québécoise des techniciens et techniciennes de l’image et du son, section locale 514 de l’Alliance internationale des employés de scène, de théâtre, techniciens de l’image, artistes et métiers connexes des États-Unis, ses territoires et du Canada is now the successor artists’ association and, as such, has acquired all the rights, privileges and duties of the Alliance québécoise des techniciens de l’image et du son (AQTIS) with respect to the aforementioned sector.
