Envoy Air Inc.,

applicants.

WHEREAS the Canada Industrial Relations Board (the Board), by order no. 11447‑U, dated September 30, 2019, certified the International Association of Machinists and Aerospace Workers as the bargaining agent for a unit of employees of Envoy Air Inc. comprising:

all ramp agents, lead ramp agents and crew chiefs employed by Envoy Air Inc. at the Vancouver International Airport, excluding supervisors and those above the rank of supervisor.

AND WHEREAS the Board by order no. 11611‑U, dated June 9, 2021, certified the International Association of Machinists and Aerospace Workers as the bargaining agent for a unit of employees of Envoy Air Inc. comprising:

all employees of Envoy Air Inc. performing customer service at the Vancouver International Airport, Vancouver, British Columbia, excluding the compliance coordinator, supervisors and those above the rank of supervisor.

AND WHEREAS the Board has received a joint application from the parties, pursuant to section 18.1(1) of the Canada Labour Code, seeking a review of the bargaining unit structure to create one single consolidated bargaining unit;

AND WHEREAS, following investigation of the application and consideration of the submissions of the parties concerned, the Board has determined that it is appropriate to grant the application.

NOW, THEREFORE, the Canada Industrial Relations Board hereby declares that the International Association of Machinists and Aerospace Workers is the bargaining agent for a bargaining unit comprising:

all ramp agents, lead ramp agents, customer service agents, and lead customer service agents employed by Envoy Air Inc. at the Vancouver International Airport, Vancouver, British Columbia, excluding the compliance coordinator, supervisors and those above the rank of supervisor.

FURTHERMORE, the Board orders that the existing collective agreements remain in force until the ratification of a new collective agreement for the newly merged bargaining unit.
