WHEREAS the Canada Industrial Relations Board (the Board), by order no. 11061‑U dated September 23, 2016, certified the Public Service Alliance of Canada as the bargaining agent for a unit of employees of Aéroport de Québec Inc. comprising:

all employees of the Aéroport de Québec Inc., excluding the General Manager, Strategic Planning Advisor and Executive Support, Senior Management Assistant, Director of Operations, Director of Finance and Administration, Executive Assistant, Director of Development, Manager of Technical Services and Maintenance, Manager of Firefighter Services, Manager of Airport Service, Human Resources Clerk, Assistant Manager of Finance and Administration, Accounting Comptroller, Director of Property Management and Project Management, Project Manager information and technology, Project Controller (PCO) TI, Network Administrator, System Administrator, Office Automation Administrator, Executive Assistant and Firefighters.

AND WHEREAS the Board has received an application for certification pursuant to section 24(1) of the Canada Labour Code (the Code) from the applicant seeking certification as bargaining agent for a unit of employees of Aéroport de Québec Inc.;

AND WHEREAS the parties have agreed on an amended bargaining unit description;

AND WHEREAS the certified bargaining agent is not opposed to the application;

AND WHEREAS, following investigation of the application and consideration of the submissions of the parties concerned, the Board has found the applicant to be a trade union within the meaning of the Code, has determined the unit described hereunder to be appropriate for collective bargaining and is satisfied that a majority of the employees of the employer in the unit wish to have the applicant trade union represent them as their bargaining agent.

NOW, THEREFORE, it is ordered by the Canada Industrial Relations Board that Unifor be, and it is hereby certified to be, the bargaining agent for a unit comprising:

all employees of Aéroport de Québec Inc., excluding the president and chief executive officer, vice-presidents, the compliance and real estate secretary, directors, the payroll technician, the financial comptroller, the asset management comptroller, communications advisors, the SMS and quality assurance manager, department managers and assistant department managers, duty managers, program managers, project managers, the IT project manager, the business advisor, the strategy and business analysis manager, administrative coordinators, the administrative assistant, the marketing manager, the organizational development advisor, human resources advisors and firefighters.
