Summary:

In a letter dated March 10, 2016 (“the cover letter”), the Ontario Energy Board initiated a consultation to develop a natural gas regulatory framework to support the implementation of Ontario’s Cap and Trade program. The purpose of the initiative is to develop a framework to guide the OEB’s assessment of natural gas distributors’ Cap and Trade Compliance Plans, including the cost consequences of these plans and the mechanism for recovery of costs in rates. The consultation process will identify key issues of a Cap and Trade regulatory frame workfor natural gas distributors as well as options to address those issues.
