Summary:

Having considered and weighed all of the evidence before it, the National Energy Board (NEB or the Board) finds that the Bakken Pipeline Project Canada (the Project), as proposed by Enbridge Bakken Pipeline Company Inc. (Enbridge Bakken), on behalf of Bakken Pipeline Limited Partnership, is and will be required by the present and future public convenience and necessity
The Board made its determination under the Canadian Environmental Assessment Act (CEA Act) that the Project is not likely to cause significant adverse environmental effects. The Board will, subject to Governor-in-Council approval, issue a Certificate of Public Convenience and Necessity (Certificate) for the Section 52 Facilities, incorporating the terms and conditions found in Appendix III of these Reasons for Decision (Reasons). This is pursuant to Part III of the National Energy Board Act (NEB Act).
