On appea l, the appellant stated tha t he disagreed with the decision be ho use and the extreme mental condition of the housemate downsta he feared for his health and life; thus, making the move, and costing him money he could not afford. The appellant argued that he now owes money, causing him extreme hardship. The appellant also argued that the Acts that were sent, applied to people in cities with access to these conditions, but are unfair to people living in the country. The appellant's statement on appeal adds b ackground i addresses his financial position after the move. This information is admitted by the panel under section 22(4) of the Employment and Assistance Act as evidence in support of the information and records that were before the minist ry at the time of reconsideration.
